Andy Dinsmore – Andy is an Environmental Scientist in the Water Protection Division at EPA Region 3 in Philadelphia. He received a Bachelor of Arts degree in Biology from the University of Delaware in 1996. Andy began working for EPA in October 1997 in the Wetlands Enforcement program as an inspector and case developer. In June of 2004, he joined the NPDES-Stormwater program as an inspector and case developer, mainly responsible for construction, industrial, and municipal stormwater compliance. As of July 2007, Andy was asked to take on the role of Stormwater Team Leader, tasked with primary responsibility for Stormwater Enforcement activities and commitments as well as enhancing coordination between the Stormwater Permitting and Enforcement teams.
