Urban Stormwater and MS4 Compliance: What EPA looks for in Municipal Audits

Abstract: EPA has been inspecting several Phase I (large and medium) and Phase II (small) MS4s in Region III each year since 2008. These inspections include a review of MS4 practices, ordinances, procedures, and records in an office setting as well as a field component with on-site visits to construction sites, post-construction best management practices (BMPs), municipal facilities, and stormwater outfalls. As a result of these inspections, EPA has observed numerous good practices and programs as well as many with deficiencies that have led to enforcement actions. In this presentation, Andy will discuss the basics of an EPA MS4 inspection, EPA’s expectations, positive programs and elements, as well as common problems and deficiencies.

Andy Dinsmore – Andy is an Environmental Scientist in the Water Protection Division at EPA Region 3 in Philadelphia. He received a Bachelor of Arts degree in Biology from the University of Delaware in 1996. Andy began working for EPA in October 1997 in the Wetlands Enforcement program as an inspector and case developer. In June of 2004, he joined the NPDES-Stormwater program as an inspector and case developer, mainly responsible for construction, industrial, and municipal stormwater compliance. As of July 2007, Andy was asked to take on the role of Stormwater Team Leader, tasked with primary responsibility for Stormwater Enforcement activities and commitments as well as enhancing coordination between the Stormwater Permitting and Enforcement teams.
